又是一年春草绿。过去的一年,是义乌20多年改革开放发展历程中至为辉煌的一年,也是最值得铭记的一年。
2006年4月,浙江省委、省政府发出通知,要求深入推广“义乌发展经验”,同年11月,浙江省委、省政府把义乌作为进一步扩大县级政府经济社会管理权限的试点,开辟了义乌发展的新天地。
2006年,义乌高举“全面建设小康社会”的大旗,一如既往坚持以科学发展观为指导,从实际出发,创造性地贯彻中央精神,落实省委省政府决策部署,积极探索,大胆创新,加快推进经济国际化、城市现代化、城乡一体化、社会文明化、领导科学化,有力地促进了小商品市场加快提升,经贸国际化不断发展,城乡一体化快速推进,和谐社会建设取得显著成效,党建工作整体水平不断提高,经济社会呈现出全面协调持续发展的强劲势头,并向全面小康社会快速迈进。可以说,过去的一年,义乌以崭新的发展业绩对“义乌经验”作了有力的注脚。全市实现地区生产总值352.06亿元,财政总收入44.9亿元,金融机构存款余额720.7亿元,分别同比增长了15%、28.1%和22.9%。三次产业协调发展,结构调整为2.7:46.1:51.2。全国百强县市排名从2002年20位跃居到2005年12位。
“义乌经验”的全国推广,给义乌增添了无穷动力;坚持改革开放,让义乌拥有无限活力。过去的一年,一个全面开放的义乌,一个大步迈向国际性商贸城市的商城,不但做到了“干在实处、持续走在全省前列”,而且完全融入了世界经济博技的大舞台。
(一)商贸业繁荣发展是增强义乌综合竞争力的关键。2006年,义乌市继续坚持市场龙头地位不动摇,充分发挥义乌市场集聚、辐射和带动作用,积极引进新的商品,培育新的行业。加大市场商品招引力度,营造商务成本洼地,重视市场软环境建设,构建和谐市场,不断增强市场的吸引力、辐射力和影响力。产业支撑的商品价格优势促进了中国小商品城的持续繁荣,以自主创新为特色的新品优品层出不穷,“质量立市”、“品牌立市”的认识深入人心。
义乌市场总成交额为415亿元,与去年同期相比增长7.6%。其中中国小商品城市场成交额为315亿元,较去年同期增长9.20%,连续16年位居全国各大专业市场榜首。
被业界预言为“中国的道琼斯指数”的“义乌.中国小商品指数”,金秋十月正式面向世界发布。目前,“义乌.中国小商品指数”被称为中国商务天气预报,日前香港凤凰卫视也开始在其财经栏目定期发布,此举预示着,拥有40万种商品的义乌小商品市场,已具备影响全球小商品价格走势的力量。
在最早最全面建成科学的、符合大型批发市场特点的信用评价体系、完成市场经营主体基本信息收集、日常信用采集、部门信息交换、信用评价指标设定、信用公示以及信用激励与监督等项目的基础上,率先在全国批发市场中提出了商业文明建设并签署《商业文明义乌宣言》。
市场管理规范取得明显成效,中国小商品城被国家工商总局命名为全国首家“守合同重信用”市场,被省工商局授予“信用示范市场”称号。
会展业继续得到快速发展,全年举办各类展会32个,展览规模与2005年同比增长近29%。作为我市会展业的龙头,义博会去年实现了新的突破:展览规模、交易额、外向度、活动数量等各方面都创下新高,实现展览交易额94.5亿元,比上届增长16.7%,其中外贸成交额7.8亿美元,占总成交额的66%,境外客商人数达到1.6万余名,比上届增长12.5%。义博会作为全国第三大经贸性展会已名副其实。
(二)2006年,是义乌市工业经济蓬勃发展的一年。坚持以科学发展观为指导,转变经济增长方式;坚持走新兴工业化道路,推进产业结构优化升级;大力实施“贸工联动”战略,强化工业经济对全市发展的支撑能力;以自主创新为特色,全面提升产业竞争力;围绕建设先进制造业基地的战略目标,积极应对各种各样的制约因素,稳步发展、不断创新、提升素质,实现了工业经济又好又快的发展,也实现了“十一五”开好局、起好步的目标。
实现工业总产值707.4亿元,比上一年同期增长19.3%;工业销售产值为706.35亿元,产销率为97.5%。2006年,我市工业经济各项主要指标均列全省各县市前茅。
相继出台的《关于推进工业企业自主创新促进工业产业提升的若干意见》、《义乌市技术改造项目暂行管理办法》以及企业技改挂钩贴(奖)息、重大科技项目奖励补助等优惠政策,极大地激发了企业自主创新的热情,技改投入增幅十分明显。去年共投入技改18.6亿元,同比增长19%,其中2000万以上的重大技改项目有22个,同比提高16%;列入省级新产品试制试产的项目25个,鉴定产品21个。
在经济总量快速增长的同时,义乌市的工业增长结构发生了明显变化。饰品、玩具、工艺品、文化用品、机电、拉链、无缝内衣、袜业等传统产业继续保持良好增势,纺织原材料、无缝内衣两大新兴行业则从传统产业中分离出来,逐步上升为我市的优势行业,电子、水晶饰品等高科技产业方兴未艾。大部分优势行业产品全国市场占有率在30%以上,针织行业有五家企业跻身于全国针织行业前五十强行列。
品牌是企业和产品的“身份证”,创新品牌,就是创造财富。2006年,在政府的引导下,企业对品牌创新的投入力度也在不断加大。去年,“新光”、“真爱”获得中国名牌,“华统”被评为中国名牌农产品,并荣获了4个中国驰名商标,成功申报了62个浙江省著名商标、金华市知名商标。据统计,我市目前共有注册商标1万多件,注册商标总数居全省各县市之首。
(三)全面深入实施国际化战略,转变对外贸易增长方式,增强国际化服务功能,大力实施“走出去”战略,优化对外贸易结构,培育多元出口主体。开放步伐日益提速,基本形成了独具特色的“义乌商圈”和大开放格局,商城义乌在海内外的知名度和美誉度显著提升。
对外交往与经济合作取得新进展,与韩国首尔中区等城市结为友好城市。去年有200多批次的国外政府代表团来义乌考察,外国国家元首首次访问义乌。
国际贸易服务功能日益增强,经国务院批准成为全国首批拥有外事审批权的县市,在全国县级市率先建立出入境管理局、涉外审判庭等涉外机构,商品进出口监管、外汇管理等不断完善。
颁发全国首本港澳个体工商户营业执照,率先在全省放开台湾居民个体工商户登记。以义乌市场为核心、跨区域分工协作的经济圈基本形成。义乌市场日益成为包括港澳台在内的全国所有省市区、特别是省内企业走向国际市场的重要平台。
成功举办第三届“义乌论坛”,区域交流日益密切。来料加工业务已辐射全国十余个省市,带动100万人增加收入,年均支付加工费20亿元。
伴随义乌市场外向度不断提高,义乌商人的眼界也越来越高。单单把本地产品输送到境外,似乎已满足不了他们的需求,许多有实力的义乌商人在看中境外市场,纷纷走出国门开起了分号。仅去年一年,就有10家义乌企业分别在美国、德国、澳大利亚等6个国家(地区)实施了境外投资申报,并领取了由国家商务部统一颁发的《境外投资批准证书》。就投资地域分析,韩国和澳大利亚是新增的跨国投资目标国。投资行业也新增了3个,分别是纺织(包括毛毯、袜子)制造业、文化用品制造业和建筑规划设计。截至2006年年底,已有35家义乌企业在16个国家开了46个分公司,义乌小商品的触角开始伸向全球。资料显示,目前,义乌累计实现境外投资额已达1408.5万美元,比历年境外投资总额净增长40.99%。
(四)高举“新农村建设”大旗,城乡统筹协调发展。按照“改造出精品、整理上档次、整治改面貌”的要求,推进节地型新社区建设和节约型村庄整治。深入实施城乡污水和城乡垃圾一体化处理,加强农业面源污染治理,改善农村生态环境。加快实施城乡饮用水一体化工程,抓好道路、电力、通信、医疗、卫生等基础设施建设,逐步实现城乡基础设施一体化。全面开展农民教育培训,加快培养新型农民,发挥农民在新农村建设中的主体作用。围绕减少农民、富裕农民的目标,采取综合措施,多渠道增加农民收入。
去年以来,义乌市始终高度重视农业基础地位,坚持统筹城乡发展,在稳定扶持政策的同时,进一步提高补贴额、扩大补贴面,积极推进高效生态农业发展。据农业部门统计,去年全市实现农业总产值13.8亿元,同比增长4.5%,
出台《义乌市新农村建设二十条》,形成了较为完备的新农村建设政策体系。全市599个村启动旧村改造、村庄整治或异地奔小康工程,已有21个村完成旧村改造、400个村基本完成村庄整治,建成启用了一批安居小区,着力解决了一批农村住房特困户的住房困难,城乡一体化工程受益面达90%以上。全面实施城乡垃圾一体化处理、农村饮用水安全、农村生活污水治理等工程,城乡生态环境日益优化。
义乌在新农村电气化建设进程中,政府发动、乡镇主动、电力推动、百姓互动,继续加大对农村电网的投入力度,义乌农民的生活电量从2002年的2.23亿千瓦时增加到2006年的3.71亿千瓦时,年均增长13.5%。加快了农民朋友奔小康的进程。义乌市被国家电网公司评为新农村电气化建设示范县。
(五)2006年,也是义乌市发展社会事业资金投入最多、工作力度最大、成效最明显的一年。
深入开展社会主义荣辱观和文明礼仪宣传教育活动,总结提炼新时期“义乌精神”,大力开展学习型城市创建活动,市民思想道德素质进一步提升。
扎实推进文化大市建设,文化体育产业蓬勃发展,成功举办了全国女足锦标赛、全国男篮职业联赛等赛事,中国义乌(国际)文化产品交易博览会成为省重点培育展会。
城乡居民大病医疗保险、被征地农民养老保障等覆盖面进一步扩大,残疾人保障网络日趋健全。经过起步、完善、巩固与提高四个阶段的历练,我市医疗保险制度改革成效显著,目前已构筑起以城镇职工基本医疗保险和城乡居民大病医疗保险为主体,国家公务员医疗补助、企业补充医疗保险为补充,以社会医疗救助为“低保线”的多层次医疗保障体系,实现了由城镇向农村、由职工向全民的跨越,政策体系达到全覆盖。截至2006年底,全市社会医疗保险参保人员已有57万多人,其中参加城乡居民大病医疗保险的达50余万人。
依法治市扎实推进,社会环境和谐稳定。继工会维权被省委乃至中央领导肯定之后,去年义乌公安工作经验再一次得到上级首肯,并被省委和公安部推广。
同时,深入开展保持共产党员先进性教育活动,“万名党员联万户”活动全面展开,“攻坚破难,走在前列”、“集约用地,科学发展”、“干在实处,开好新局”等主题活动取得显著成效,党的建设全面加强,执政能力不断提高。
历史是一位不知怠倦的行者,总是好踟躇的前行。创造并领略到了“全国学习、推广‘义乌经验’”辉煌的义乌步入了新的一年。新的一年,义乌如何“百尺竿头,再创辉煌”?
2007年,适逢市第十二次党代会隆重举行。旨在新平台、新起点上实现新发展,以2007年为起点,市第十二次党代会为义乌勾画出了一幅“全面构建和谐社会”目标任务和今后五年“总体要求”的新蓝图。
以2007年为起点,今后五年,义乌市构建社会主义和谐社会的目标任务是:全面落实党的十六届六中全会和省委十一届十一次全会精神,坚持科学发展、促进城乡协调、发展社会事业、建设和谐文化、培育和谐社会关系、营造和谐社会环境,促进我市经济更加发展、民主更加健全、法治更加完善、文化更加繁荣、社会更加有序、生态更加优良、人民生活更加富足,到2020年努力使义乌成为社会和谐程度较高的先进地区,逐步形成全市人民各尽其能、各得其所而又和谐相处的局面。
今后五年,是全面构建和谐社会的重要时期。全市工作的总体要求是:翻一番、争十强、促和谐,又好又快建设国际性商贸城市。要以邓小平理论和“三个代表”重要思想为指导,坚持以科学发展观统领经济社会发展全局,坚定“兴商建市”发展战略不动摇,实现财政总收入翻一番,地区生产总值力争翻一番,努力跻身全国十强县市行列,全面构建和谐社会,国际性商贸城市初具规模。
构建和谐社会,是一项长期历史任务,又是一个重大现实课题。义乌提出,着眼长远,立足当前,从实际出发,有重点、分步骤地持续推进,扎扎实实抓好各项工作,最大限度地增加和谐因素,最大限度地减少不和谐因素,不断促进社会和谐。今后五年的重点工作为:
深化国际化战略,全面推进新一轮对外开放。要把国际化作为今后一个时期义乌发展的主导性战略,坚持以国际化的眼光重新认识市情,以国际化的理念指导工作实践,以国际化的标准衡量发展要求,不断提升经济国际化水平,积极扩大义乌国际影响力,不断增强国际化服务功能,加快义乌向国际性商贸城市迈进。
加快国际商贸城三期建设,全面推进新一轮市场发展。坚持市场龙头地位不动摇,以国际商贸城三期建设为契机,加强市场体系建设,规范市场经营秩序,加快发展现代服务业,鼎力打造全球一流小商品贸易平台,全面提升市场竞争力,实现“市场大市”向“市场强市”跨越。
强化自主创新,全面推进新一轮产业发展。坚持走新型工业化道路,强化自主创新,以自主创新推动产业升级,以经济增长方式的转变拉动和加快先进制造业基地建设,以品牌战略的深入实施推进品牌大市建设。
加快国际商务中心建设,全面推进新一轮城市发展。坚持走新型城市化道路,强化市域一体规划,加强重点项目建设,加快实施城市畅通工程,深化城市创建工作以国际商务中心区块建设为重点,加快推进城市现代化。
加快城乡一体化步伐,全面推进新一轮新农村建设。大力发展现代农业,切实抓好新社区建设和农村公共基础设施建设,积极拓宽农民增收渠道,努力把义乌建设成为全国新农村建设的先进市和示范区。
抓住扩权试点契机,全面推进新一轮改革创新。推进经济体制改革和机制创新,加快社会管理体制改革,创建创新型城市,打造高效服务型政府,推动义乌跨越式发展。
加快文化大市建设,全面推进新一轮社会事业发展。坚持以人为本,倡导和谐理念,完善社会福利的普惠机制,繁荣文化事业和文化产业,建设与经济发展相适应的社会事业,不断增强群众幸福感。
全力打造平安义乌,全面推进新一轮法治社会建设。坚持稳定压倒一切的方针,加强社会治安综合治理,,注重协调各方利益,维护社会公共安全,保障社会公平正义,不断提高民主法治建设水平,充分激发社会各方面的创造活力,打造平安义乌,建设法治社会。
pursuing scientific development, building a harmonious society and turning yiwu into an international business citythrough sound and fast development
it is spring again. the year that has just passed is a most splendid and memorable one in the course of more than two decades of reform and opening up in yiwu.
the zhejiang provincial party committee and government issued a notice in april 2006, calling for the 搇ochyiwu development experience攍och to be spread in depth. yiwu was also identified by the provincial party committee and government in november as a pilot city in broadening the mandate of county-level governments to administer economic and social affairs. this opened a new horizon for yiwu’s further development.
in 2006, holding aloft the banner of 搇ochbuilding a moderately prosperous society in an all-round way攍och, yiwu continued to adhere to the scientific outlook on development as the guiding principle, implemented the instructions from the central government as well as decisions made at the provincial level on the basis of its actual conditions and in a creative way, and made bold innovations in promoting an internationalized economy, a modern city, an integral urban and rural system, a culturally advanced society and scientific leadership. all these efforts have contributed to an even faster pace in developing a small commodity market, expanded economic and trade links with the global market, rapid progress in balancing urban and rural development, remarkable achievements in building a harmonious society, ongoing improvement of the overall party institution, and strong momentum for all-round, coordinated and sustainable economic and social development, bringing yiwu much closer to the goal of a moderately prosperous society in all aspects. it is fair to say that the 搇ochyiwu experience攍och is further enriched by the fresh achievements scored in the past year. yiwu registered rmb35.206 billion yuan in gross local product, rmb4.49 billion yuan in total fiscal revenue and rmb72.07 billion yuan of deposit balance in financial institutions, up by 15%, 28.1% and 22.9% respectively. the coordinated development of the primary, secondary and tertiary industries resulted in a ratio of 2.7: 46.1: 51.2. in its ranking among the top 100 county-level cities in china, yiwu soared from 20th in 2002 to 12th in 2005.
the rolling out of the 搇ochyiwu experience攍och across the country gave yiwu new impetus and the continuous commitment to reform and opening up injected tremendous vitality into yiwu. as a city that opened itself wide to the outside world and made big strides to become an internationally renowned business city, yiwu in the past year not only managed to score concrete achievements and remain as one of the leading cities in the province, but also made its presence felt on the international stage of economic competition.

business prosperity is the key to enhancing the overall competitiveness of yiwu. in 2006, yiwu retained and gave full play to its leading role as a powerhouse in market, introduced new commodities and fostered new sectors. it stepped up efforts to attract commodities, reduced business costs, and focused on improving the soft environment and building a harmonious market, all in an effort to make its market more attractive and influential. the competitive prices of commodities, backed by strong industries, boosted the enduring prosperity of the china small commodity city. new products of good quality featuring independent innovation emerged in quick succession. it has now become an entrenched idea to build the market on good quality and brand names.
--the yiwu market witnessed a total business volume of rmb41.5 billion yuan in 2006, a year-on-year increase of 7.6%. the china small commodities city alone had a business volume of rmb31.5 billion yuan, up by 9.2%, topping the list of nationwide specialized markets for the 16th consecutive year.
--the 搇ochyiwu-china small commodities index攍och, heralded in the business circle as 搇ochchina’s dji (dow jones index)攍och, was officially released to the world in the golden autumn of october. recently the phoenix tv of hong kong also started to regularly release in its financial and business column this yiwu index, currently dubbed as china’s commercial weather forecast. this move demonstrates that the yiwu small commodity market, with 400,000 varieties of commodities, now has the power to influence the global prices of small commodities.
the yiwu small commodity market was the first market to complete a comprehensive and scientific credit rating system that suits a large wholesale market. it has also conducted programs for collection of basic data about market entities, daily credit collection, inter-agency information exchange, establishment of credit rating criteria, public release of credit rating and incentives and oversight with regard to credit. it is on this basis that yiwu again took the lead in proposing commercial ethics for national wholesale markets and signed a yiwu declaration on commercial ethics.
remarkable progress was made in improving the market order. the china small commodities city was named as the first 搇ochcontract and credit abiding攍och market in china by the state administration for industry and commerce and was awarded the title of 搇ochcredit model market攍och by the provincial administration for industry and commerce.
the exhibition industry continued to grow rapidly. thirty-two exhibitions of various kinds were held in 2006 and the scale of exhibitions expanded by 29% as compared with 2005. as the leader of yiwu’s exhibition industry, the yiwu international commodities fair made new breakthrough last year: new record was set in terms of scale of exhibitions, volume of business, overseas participation and the number of events. the business volume during the fair reached rmb9.45 billion yuan, up 16.7% over the last fair. among this, volume of foreign trade was us$780 million, accounting for 66% of the total. more than 16,000 overseas businesspeople participated in the fair, 12.5% more than the previous fair. the yiwu international commodities fair now really lives up to its reputation as the third largest economic and trade fair in the country.

yiwu’s industrial sector witnessed vigorous growth in 2006. yiwu upheld the scientific outlook on development to transform the growth pattern of the economy. it followed the path of new industrialization to promote upgrading of the industrial structure. it implemented the 搇ochtrade-industry interaction攍och strategy to reinforce the industrial sector’s backing for the development of the city. it highlighted independent innovation to improve the overall industrial competitiveness. focusing on the strategic goal of building advanced manufacturing basis, yiwu actively coped with various factors that restrict its growth. while advancing steadily, striving for innovation and improving quality, yiwu achieved sound and fast growth of the industrial sector, as well as the target of making a good start for the eleventh five year plan.
the total industrial output reached rmb70.74 billion yuan, up 19.3% year on year. with an industrial sales value of rmb70.635 billion yuan, 97.5% of the output was sold. yiwu’s major industrial index was among the top of all county-level cities in the province.
the promulgation of various preferential policies, such as the suggestions on promoting the independent innovation of industrial enterprises and facilitating the upgrading of the industrial sector, the temporary management regulations for technological transformation projects in yiwu, the interest subsidy or award for enterprises with innovative technologies and the award and subsidy for major scientific and technological projects, greatly aroused the enthusiasm of the enterprises in independent innovation and significantly increased the investment in technological transformation. the input in technological transformation totaled rmb1.86 billion yuan in 2006, up 19% year on year. twenty-two of these were major technological transformation projects, each worth more than rmb20 million yuan, up 16%. twenty-five of these were listed as projects for experimental manufacturing or production of new goods at the provincial level, and 21 of the products were authenticated.
along with rapid expansion of its economic aggregate, the growth structure of yiwu’s industry also underwent significant changes. such traditional industries as ornaments, toys, handicrafts, stationeries, electronic and mechanic products, zippers, seamless underwear and stockings continued to maintain good momentum of growth. textile raw materials and seamless underwear were separated from the traditional industries as new industries and gradually became the strengths of yiwu. high-tech industries such as electronics and crystal ornaments were booming. most of the leading industries’ products accounted for more than 30% of the national market. five enterprises in the knitting industry are now among top 50 of this industry in the country.
brand is the identity of enterprises and products. creating new brand is creating wealth. led by the government, the enterprises continued to increase investment in the innovation of brands in 2006. 搇ochxin guang攍och and 搇ochzhen ai攍och were awarded china’s famous brands in 2006. 搇ochhua tong攍och was named as china’s famous brand of agricultural produce. yiwu also won 4 famous chinese trademarks and successfully applied for 62 famous trademarks in zhejiang province and well-known trademarks in jinhua city. according to statistics, yiwu now has more than 10,000 registered trademarks, leading all county-level cities in the province.

a multifaceted export mainstream has been brought about by applying an internationalization strategy, transforming the way of export growth, enhancing the ability to provide internationalized services, vigorously implementing the 搇ochgo global攍och strategy and improving export product mix. as a result, the pace of opening to the outside world has been accelerated, a unique 搇ochyiwu business circle攍och and an overall pattern of greater openness are basically in place. yiwu as a business city is increasingly renowned both at home and abroad.
fresh progress has been made in external exchanges and economic cooperation. yiwu and chung-gu of seoul, the rok became sister cities. the year 2006 saw over 200 foreign government delegations in yiwu and the first visit to this city by a foreign head of state.
better services are provided for international trade. yiwu was among the first group of county-level cities approved by the state council to have administrative power for foreign affairs. it was the first county-level city to set up foreign affairs-related agencies such as exit and entry management bureau and court for foreign-related cases. supervision over imports and exports and foreign exchange management have been improved.
yiwu issued the first self-employed business licenses for hong kong and macao business people and took the lead in the province to open self-employed business license registration to taiwan residents. an economic circle with yiwu as the center market and collaboration across the regions has taken shape. the yiwu market is now an important platform for enterprises from across the nation including hong kong, macao and taiwan, especially for provincial companies to go global.
three sessions of 搇ochyiwu forum攍och have been held with success, and intra-regional exchanges are ever closer. the processing business with customer’s material has now expanded to a dozen provinces and municipalities nationwide, increasing income for about one million people with rmb2 billion yuan of processing fees paid annually.
the yiwu business community aspires for more as the market becomes increasingly export-oriented. it seems that merely transporting local products abroad can no longer satisfy them. many established yiwu business people have laid their eyes on overseas markets and gone there to have their own branches. in last year alone, ten yiwu enterprises declared overseas investment in six countries and regions, including the united states, germany and australia and received their 搇ochapproval certificate for overseas investment攍och from the ministry of commerce. in terms of investment destination, the rok and australia were newly added to the list of transnational investment destinations. there are now three more sectors of investment, namely, textile (including blankets and socks) manufacturing, stationery manufacturing and architecture design and planning. thirty-five yiwu enterprises had set up 46 subsidiaries in 16 countries by the end of 2006, marking the global outreach of yiwu small commodities. according to information available, overseas investment from yiwu in cumulative terms has reached us$14.085 million at present, or a net increase of 40.99% than the total volume of overseas investment in all previous years.

the endeavor for 搇ochbuilding a new countryside攍och has stimulated the coordinated development of urban and rural areas. following the requirement of 搇ochbetter quality, better environment and better image攍och, efforts have been made in the building of land-saving new communities and resource-conserving villages. more efforts have been devoted to integrated treatment of urban and rural waste water and sewage, to treatment of non-point source pollution from agriculture and to improvement of rural eco-system. efforts have also been devoted to the gradual integration of urban and rural infrastructures by expediting the holistic project of providing safe drinking water to urban and rural residents, the development of roads, electricity, communications, medical services, health and other infrastructure. education and training have been provided for farmers, with a view to stepping up the cultivation of new-type farmers and giving scope to their leading role in the building of a new countryside. to reach the goal of reducing the number of farmers and making them prosperous, comprehensive measures have been taken to increase the farmers’ income through multiple channels.
since the beginning of last year, yiwu has given top priority to the role of agriculture as the foundation of the economy and endeavored to coordinate urban and rural development. while continuing to pursue the policy of supporting agricultural development, more subsidies have been made available to more farmers to boost the growth of highly efficient ecoagriculture. according to statistics collected by agricultural authorities, the total agricultural output in yiwu reached rmb1.38 billion yuan last year, representing a year-on-year increase of 4.5%.
twenty regulations governing the endeavors to build a new countryside in yiwu were promulgated. these regulations spell out policies necessary for the building of a new countryside. projects are now underway to transform, upgrade or relocate 599 old villages. among them, transformation projects in 21 old villages have been completed and 400 villages have been upgraded. a number of affordable housing projects have been completed and put into use. as a result, farmers who had special difficulties in housing are now able to move into new houses. over 90% of the population has benefited from the project of conjoining the urban and rural areas. the project of integrated treatment of urban and rural trash, the project of providing safe drinking water to farmers and the project of treating domestic sewage in rural areas have been carried out to better protect the environment in both urban and rural areas.
efforts have been made to increase electric power supply to rural areas in the endeavor to build a new countryside. in the process, the government, townships, the electric power sector and the general public have all played their due role and more input has been made in the rural power grids. electricity used by rural households in yiwu increased from 223 million kilowatt-hours (kwh) in 2002 to 371 million kwh in 2006, up by 13.5% annually, an indication of farmers’ quick advance toward a moderately prosperous life. yiwu has been designated by state grid corporation of china as an electrification demonstration county for of new countryside.

the year 2006 saw greater investment of funds, time and energy in social programs in yiwu than ever before and great difference was made.
campaigns were launched to make the general public better aware of what should be advocated as virtues and what should be considered as disgraceful conduct in a socialist country. campaigns were also launched to remind people of the importance of behaving in a courteous manner and observing social etiquette. by reviewing yiwu’s development experience, the 搇ochyiwu spirit攍och was found to be forged in the new social context. efforts were made to turn the city into a learning oriented one. by doing so, the moral and ethical standards of the people were improved.
in an endeavor to make the city strong culturally, great headway was made in developing the cultural and sport industry. the national women’s football tournament and the national men’s basketball league matches were successfully held in yiwu. china yiwu (international) cultural products trade fair has become a key exhibition in zhejiang province.
health insurance for individuals with serious illness and old-age support for farmers whose land had been requisitioned were made accessible to more people. social security networks for physically and mentally challenged people were strengthened. after undergoing the initial, fledgling, consolidating and improving stages, the reform on the health insurance system achieved remarkable results. a multi-level health insurance system is now in place with three parts. the most important is the basic health insurance for urban and rural workers. in addition, there are health subsidies for public servants and supplementary health insurance for company employees, and health relief for people living on basic cost of living allowances is the bottom line. in this way, health insurance covers both urban and rural areas and both government employees and the rest of the population. by the end of 2006, over 570,000 people had been covered by social health insurance schemes, among which over 500,000 had been covered by insurance schemes for individuals with serious illness.
efforts were made to govern the city with the rule of law and harmony and stability were maintained. after the provincial party committee and the central leadership of china recognized the efforts made by trade unions in yiwu to protect the rights and interests of workers, the successful practices of public security authorities in yiwu were recognized by higher public security authorities and were recommended to others by the provincial party committee and the ministry of public security of china.
in addition, campaigns were carried out to preserve the vanguard nature of communist party members. good results were achieved in campaigns with such themes as 搇ochten thousand party members helping ten thousand households攍och, 搇ochplaying a leading role in overcoming difficulties攍och, 搇ochuse land effectively and pursue scientific development攍och and 搇ochwork in a down-to-earth manner and get off to a good start攍och. party building was strengthened and the capability to run the government was enhanced.

in 2007, yiwu held its 12th party congress. setting the objectives and tasks for building a harmonious society in all respects in the next five years, the party congress opens a new stage of yiwu’s development.
yiwu’s goals in 2007 and the next four years in the building of a harmonious socialist society are as follows: fully apply the instructions of the 6th plenum of the 16th central committee of the communist party of china and the 11th plenum of the 11th provincial party committee, develop according to scientific principles, promote balanced development between urban and rural areas, develop social programs, build harmonious culture, foster harmonious social relationships and shape a harmonious social environment. by the end of the five-year period, yiwu will have stronger economy, democracy and rule of law, a more vibrant cultural scene, a more orderly society, a better environment and its residents will lead more prosperous lives. by 2020, yiwu will have become a more advanced and harmonious city, in which all people, having contributed to the city’s development and been properly rewarded, will live in harmony.
the next five years are crucial to our efforts to build a harmonious society in all respects. our overall objective can be summarized as: double the overall revenue and gross local output, join the rank of china’s top 10 county-level cities, foster social harmony and make steady and fast progress towards building yiwu into an international business city. to this end, it is imperative to uphold the deng xiaoping theory and the important thoughts of 搇ochthree represents攍och, use the scientific thinking on development to guide yiwu’s socio-economic development, adhere to the strategy of 搇ochdeveloping yiwu through business攍och, double the overall revenue and gross local output, work to join the rank of china’s top 10 county-level cities, build yiwu into a harmonious society in all respects and turn it into an international business city of considerable scale.
to build a harmonious society is both a long-term historical task and a major challenge for the current leadership. yiwu has decided that while aiming for the long term, no opportunity should be lost at present and that focused, steady and practical progress should be made to foster social harmony and minimize factors that detract from this goal. more specifically, priority will be given to the following areas over the next five years:
intensifying the strategy of internationalization in a major drive to open up still further to the outside world. internationalization, as the primary strategy in yiwu’s development for a period to come, will accelerate the process of turning yiwu into an international business city by better understanding the local conditions, making better plans and setting better goals, bringing the local economy more in line with international standards, improving its international standing and offering better services consistent with international standards.
speeding up construction of phase iii of the international business city to create and embrace more market opportunities. it is important that yiwu stay ahead of the pack in market competition. the opportunity offered by phase iii construction should be used to improve market mechanisms, standardize the operation of the market, make faster progress towards modernizing the services industry, work vigorously to build a world-class platform for trade in small commodities and comprehensively improve yiwu’s competitiveness in order to turn the city from a large market into a strong market.
strengthening the capacity for independent innovation to inject impetus to further industrial development. it is important to adhere to the new path of industrialization, stress independent innovation in its own right and as a tool of industrial upgrading, accelerate the building of a high value-added manufacturing base through changing the pattern of economic growth and build up more local brand names.
accelerating the building of an international business district to stimulate another round of urban development. it is necessary to adhere to a new path of urbanization, improve integrated urban planning, focus on key construction projects, work more effectively to improve traffic conditions and strive to do pioneering work in urban development by focusing on the construction of the central business district in an overall effort to build a modern yiwu.
speeding up the integration of urban and rural economy in an all-out effort to build a new socialist countryside. it is imperative to work vigorously to develop modern agriculture, new rural communities complete with necessary infrastructure, broaden the avenues of boosting farmers’ income and strive to make yiwu a model city in the nationwide drive to build a new socialist countryside.
seizing the opportunity of the pilot devolution program to push for a new round of institutional reform and innovation. it is vital to conduct economic and institutional reform, accelerate the reform of the social management system, build yiwu into an innovation-based city and deliver better and more efficient public services to achieve 搇ochleapfrog development攍och.
accelerating the building of a prosperous cultural market in an overall drive to develop social programs. it is necessary to adhere to the principles of putting people’s interests first and fostering harmony, ensure universal access to social benefits, encourage more cultural programs and the growth of a more diversified cultural industry, run social programs consistent with the sophistication of the economy and make the people happy.
working energetically to improve law and order in a new round of efforts to build a rule-of-law society. stability is of overriding importance. stress will be laid on the endeavor to improve the management of public order, better balance conflicting public interests, ensure public security, fairness and justice, improve democracy and the rule of law and mobilize all sectors to enhance the reputation of yiwu as a safe place in which to live and work. |
